Ran across a very interesting school that takes "student-centered approach" to the next level.

For those of you experienced in the areas of education (and this obnoxious thing called Reality), how much of this Norwegian school's success is dependent on external factors (the town, the money available, the demographics, etc) versus the effort made by the administrators and faculty/staff?
