Hi Gang,

Attached is the M2T2 proposal from 15 years ago. One nice thing about it was 
that we put in together in very short order, brought teams together and 
produced a product relatively quickly. We had considerable funds ($250,000), 
but not all of it was used for PD. We bought computers with that and there 
was quite a chunk of travel and salaries. 

In any case, I think it was a good development model and it worked. The 
materials at http://mste.illinois.edu/m2t2/m2t2files.php came out of that 
work.
